The PAD Manager is a strategic management role, responsible for defining and executing project-level public affairs strategies to align with the long-term business objectives of the Sanya project and the broader organizational vision. Key responsibilities include:

· Lead project PAD, provide directional guidance, and ensure all departmental initiatives (including GA and media communications) are integrated with project goals and brand positioning.
领导公共事务部,提供方向性指导,确保所有部门举措(包括政府事务与媒体传播)与项目目标及品牌定位相融合;
· Oversee the planning and execution of GA strategies, drive proactive engagement with relevant authorities, build and nurture a robust, mutually beneficial government-stakeholder network, and actively secure policy support to create a favourable operating environment for the project.
统筹政府事务策略的制定与执行,推动与相关主管部门的主动对接,建设并培育稳固、互利的政企关系网络,积极争取政策支持,为项目营造良好的运营环境;
· Develop and implement a strategic media communications framework to build and enhance the project’s brand reputation, shape positive media perception, and amplify the project’s social value proposition across key target audiences.
制定并实施战略性媒体传播框架,以建立和提升项目的品牌声誉,塑造正面的媒体认知,向关键目标受众传递项目的社会价值主张;
· Take the lead in project-level crisis management, including proactive risk identification, formulating scenario-based response plans, and coordinating cross-departmental emergency responses to mitigate reputational risks and protect the project’s brand integrity during public incidents or crises.
牵头项目层面的危机管理工作,包括主动识别风险、制定情景化应急预案,并协调跨部门的应急响应,以在公共事件或危机发生时降低声誉风险,维护项目的品牌形象。
Major Tasks and Activities:

· Develop and implement media communications strategies for Sanya project, to enhance brand exposure, strengthen reputation, and maintain positive media sentiment. Fully responsible for building and deepening media relations, including defining key messaging, selecting optimal communications channels, producing high-quality media collaterals
(press releases, LTT, Q&A, speeches, presentations, etc.), and responding to media inquiries in a timely and proper manner – all aligned with project’s overarching brand and business objectives.
制定并执行三亚项目的媒体传播策略,以提升品牌曝光度、强化品牌声誉并维护积极的媒体舆论。全面负责建立和深化媒体关系,包括界定核心信息、选择最优传播渠道、制作高质量传播物料(新闻稿、谈话要点、讲稿、演示文稿等),以及及时妥善地回应媒体问询,所有工作均与项目的总体品牌及业务目标保持一致;
· Provide senior-level guidance to the Assistant Public Affairs Manager (GA-focused) to establish and operate an effective and sustainable communications mechanism with relevant government departments. Ensure timely acquisition and strategic interpretation of policy updates, translating regulatory changes into practical business insights and recommendations; oversee the coordination of official receptions, inspection activities and other GA-related engagements to foster trust and collaboration with government stakeholders.
向公共事务副经理(侧重政府事务)提供高级别指导,协助其建立并运营高效、可持续的政府沟通机制。确保及时获取政策动态并进行战略性解读,将法规变化转化为切实可行的业务洞察与建议;统筹官方接待、考察活动及其他政府事务相关工作的协调,以增进与政府利益相关方的信任与合作;
· Plan and drive the execution of high-impact brand enhancement PR initiatives at project milestones, including PR campaigns, media interviews, and community engagement programs, to strengthen the project's brand image and deepen its social influence in Sanya and Hainan.
策划并推动高影响力的品牌传播公关项目在项目关键节点的执行,包括公关宣传活动、媒体专访及社区共建项目,以强化项目品牌形象,深化其在三亚及海南地区的社会影响力;
· Take the lead in developing crisis preparedness framework and cross-departmental collaboration mechanism, including real-time public opinion monitoring, early warning systems for sensitive topics, and contingency planning to proactively prevent and mitigate brand reputation risks.
牵头制定危机防范框架及跨部门协作机制,包括实时舆情监控、敏感话题预警体系及应急预案,以主动防范和降低品牌声誉风险;
· During the handling of issue, lead the formulation and execution of real-time communication strategies, coordinating with the GA function to align with regulatory guidance and with media teams to formulate and dynamically adapt LTT to address public concerns and protect the project’s reputation.
在问题处置过程中,主导实时传播策略的制定与执行,与政府事务条线协同确保符合监管指引,并与媒体团队配合制定及动态调整谈话要点,以回应公众关切,维护项目声誉;
· Responsible for managing the PAD department’s budget lifecycle (including planning, allocation, tracking, and optimization) to achieve efficient use of resources. Oversee the selection, evaluation, and performance management of PR vendors, ensuring all communication campaigns are delivered on budget, on time, and to the highest quality standards.
负责管理公共事务部的预算全周期(包括规划、分配、跟踪及优化),以实现资源的高效利用。统筹公关供应商的遴选、评估及绩效管理,确保所有传播活动在预算内、按时并按最高质量标准交付;
· Provide PR/GA support for core business operations, including new launches, regulatory challenges, and other key business initiatives. Coordinate cross-departmental collaboration (with Portfolio, Legal, and Marketing, and other teams) to integrate public affairs strategies (encompassing government relations and media communications) into the project’s broader business planning and execution processes.
为核心业务运营提供公关及政府事务支持,包括新品发布、监管应对及其他关键业务事项。统筹跨部门协作(与物业营运、法务、市场等团队),将公共事务策略(涵盖政府关系与媒体传播)融入项目更广泛的业务规划及执行流程;
· Continuously optimize PR strategies and implementation plans.

· Efficiently complete other tasks assigned by the company or superiors in a timely manner, ensuring alignment with organisational priorities.

Skills, Qualifications and Experience Requirements:
职位要求:
Bachelor’s degree above, fluency in English and Mandarin Chinese.
本科及以上学历,流利的英语和普通话;
10+ years of experience in public affairs and PR, preferably in commercial real estate or government sectors.
拥有10年以上公共事务及公共关系领域工作经验,有商业地产或政府部门工作经验者优先;
Extensive experience in government relations and media resource management.
拥有丰富的政府关系维护及媒体资源管理经验;
Strong strategic communication skills with expertise in crisis management and emergency response.
